Trump's foreign policy underscores the need for Europe to adapt to a world where transatlantic guarantees may no longer suffice or be assured. It's time for EU member states to assume greater responsibility for their own security, whether in alignment with NATO or facing the Phantomschmerz of its potential absence.

To the extent that Europe can no longer rely on America in the same way they have for the past 50 years, yes. As for what's strategic, that's predicated on whose perspective you're taking and whether it aligns with your goals. If you're European and you want greater foreign policy independence, then forcing your countries to develop more of their military industrial base as a function of Trump's burden-sharing platform, then that's good. If on the other hand you're aligned with the status quo and agree to give the US more influence over your foreign policy in exchange for fewer economic/military contributions, then this new shift is bad. To this extent, there is no right or wrong answer - only what is strategic based on one's priorities.
